Primăria Capitalei suspendă înregistrarea cererilor de urbanism pentru șase zile

Alina Stoian 25.08.2026

ranging from 25 August to 31 August 2026, the Bucharest City Hall will temporarily suspend the registration of new urbanism-related applications, including building permits, urbanism certificates, public domain occupation notices, and publicity approvals.

This measure, announced by the Bucharest City Hall (PMB), stems from the entry into force of new urbanism-related legislative changes. During this period, the Urbanism Directorate must adapt its internal procedures to the new legal provisions. Applications submitted before or on August 24, 2026, that require additional documentation will continue to be processed under the current rules.

Starting August 31, 2026, all new applications will be evaluated according to the updated regulations.

One of the key changes highlighted by the PMB is the reduction in the issuance time for building permits.

PMB a redus termenul de emitere a avizelor de urbanism!

According to the municipality, the target is to cut the processing duration down to approximately 65 days, a significant improvement compared to the current timeframe of four to eight months reported by local authorities.

Another major reform involves the centralization of authority: beginning in November 2028, the issuance of urbanism certificates and building permits will be exclusively handled by the Bucharest City Hall.

Currently, these documents can also be issued by sectoral town halls. The transition period will involve procedural adjustments and administrative restructuring to enable the City Hall to manage the increased workload.

The new legislative framework also introduces additional obligations for real estate developers undertaking large-scale residential projects.

Specifically, developers whose projects exceed 500 housing units will be required to make financial contributions toward local municipal infrastructure.

These funds may be allocated to the construction of kindergartens, schools, nurseries, and other essential infrastructure works in the areas where new residential complexes are developed.

After the transition period concludes, all applications will be processed in full compliance with the updated urbanism legislation. The PMB emphasized that these measures aim to streamline urban development, improve administrative efficiency, and ensure sustainable growth in the capital.
